DEVELOPMENT OF TRANS SOUTH-SOUTH JAVA ROAD PROJECT MANAGEMENT CONSULTANCY (PMC)

TO SUPPORT PROJECT MANAGEMENT UNIT (PMU)

BACKGROUND

The Island of Java contributes to 5844 of Indonesia’s GDP. Most of the economic activities in Java however has been centralized along the northern coastline (Pantai Utara / Pantura). Sufficient infrastructures such as roads, rails, and seaports attract large investments along the northern coastline in the form of industrial parks, manufacturing plants, warehouses, etc.

Contrast with the situation along the northern coastline, many areas around the southern coastline of Java has been relatively undeveloped and isolated due to the low access of infrastructures. As activities in the northern coastline has become too saturated and congested, the Government aim to distribute loads and wealth from the northern coastline to the southern part of Java by developing better infrastructures and better accessibility. From the 1,600 km of the South – South Road Corridor stretching from the province of Banten to the province of East Java, 432 km of road is not yet connected (as of 2016) mainly in the provinces of Central Java, Yogyakarta and East Java. To accelerate the connection of these link, The Government of the Republic of Indonesia applied for a financing from Islamic Development Bank (IDB) for Development of Trans South-South Java Road Project. The objective of the Project is to develop the South – South Java Road Corridor in three provinces (Central Java, Yogyakarta and East Java) to promote sustainable economic growth and reduce poverty in the southern part of Java. The project will include the development/construction of approximately 82 km of paved roads and bridges along the Southern Coast of Java Island in three (3) provinces (Central Java, Yogyakarta and East Java).

OBJECTIVES OF THE ASSIGNMENT

A Project Management Unit (PMU) is established within the implementing agency (Directorate General of Highways, Ministry of Public Works and Housing) to ensure proper project administration and management during the implementation of the Development of Trans South-South Java Road Project. A Project Management Consultant shall therefore be reguired to assist the PMU in a range of areas, including:

  1. Project Management Support.
  2. Financial Management and Monitoring.
  3. Progress Monitoring and Reporting.
  4. Ouality Assurance and Performance Review for Project Supervision Consultant.
  5. Information Management and Dissemination 34 6. Environmental and Social Impacts Monitoring and Management Project Monitoring and Evaluation.
  6. Preparing and Dissemination of Project Management Manual.
